I think the question is how to make that happen.

Meetings will have to be arranged for strategic thinkers to work it all out. The states will need to step up and make sure that elections for state offices are ruled by the states as the Constitution says.
The feds will still insist on having their rules apply over federal elections, which traditionally has not been done. There will be two separate ballots, and the states will still have to count the votes for both and have a list of those who claim their right to vote federally to compare with the state-only list and discover fraud that way. Two ballots may deter folks from committing fraud because the fear of getting caught will be higher.
