Yes. It helps to put on clothes for it. I had a great heavy coat when I went up there to live for a couple of years. I had never ever owned a coat that heavy. And, it did keep me warm.
I walked back home, several blocks in a blizzard and was barely chilled in that coat. It had a warm hood and I had the scarf and gloves to go with it. I was glad we were walking with the wind at our backs, though.

It looks like most of the people are dressed for it. Keep in mind that this is normal weather for late October.

I have a full-length down coat with a hood and a car coat that is nice thick wool. Plus several pairs of warm leather gloves. And ear muffs and hats.
