That’s what I thought when I heard this yesterday, it’ll be a chimeric use of Title 32 that will put the Guard on the Federal payroll while still allowing the individual state governors to retain command and control of the troops. He’ll activate selected Guard units in each of the 3 states to operate inside of the state. I don’t think we’ll see Guard soldiers from other states moving there as each gov will want to retain their own Guard at home, next we might see active duty fill in.

It’s what the Guard was built for, only thing that bothers me is why didn’t the governors of the two hard-hit and riches states activate their Guard themselves? Were they laying av trap for Trump? Were they trying to pass the costs of activation on to the Feds? Seems they put a lot of live in danger in not activating their Guard units earlier.
