UPDATE:
Marco Rubio is projected to win Puerto Rico’s Republican primary, according to the Associated Press. No vote details have been released.
According to early returns he has a big lead in the U.S. territory. If Rubio tops 50 percent when all votes are counted, he will take all 23 delegates up for grabs. If not, they will be split proportionally.
What to say about Puerto Rico? First, the facts:
Puerto Rico has 23 Republican delegates, which are allocated proportionally. A candidate must receive at least 20% of the votes in order to earn delegates. If a candidate earns more than 50% of the votes, he earns all of the delegates. It is a completely open primary, where anyone can vote regardless of party affiliation.
While Puerto Rico does participate in the primary process for both parties, it does not have delegates in November’s general election. There is no early polling, so it’s difficult to know what the outcome will be. I have seen accounts that prisoners are voting heavily in early voting.
Thousands of inmates vote in Puerto Rico’s Republican primary
Thousands of inmates lined up in prisons across Puerto Rico on Friday to cast early ballots in the U.S. territory’s Republican primary, some saying they hoped the elections can help lift the island out of an economic crisis.
At least 6,500 of the island’s 11,500 prisoners are registered to vote, and government officials said this year’s turnout was strong. Even prisoners not registered are allowed to participate in the open primaries, which are held two days ahead of the vote for the general population. The island’s Republican primary is Sunday while Democrats vote in June.
Marco Rubio has targeted Puerto Rico as a must win for him, and is campaigning there.
The polls were open from 8:00 am to 2:00 pm EST.

Maybe it’s just me but I think it’s BS either party allows people in American Samoa, Guam, Puerto Rico and the U.S. Virgin Islands help nominate Presidential candidates.

I agree, and don’t understand why they do, especially since they don’t participate in the general election.

CNN and the Associated Press are projecting Puerto Rico for Marco Rubio, who was widely expected to win the territory. As Vann has noted, if he wins more than half the vote, he’ll take home all of Puerto Rico’s delegates. Right now, CNN has him at roughly 74 percent, with 32 percent of votes counted.

I read somewhere that homeless people vote as well, so it sounds like anyone can vote, which makes it even worse that we allow them any say in our nominees.
