This means that there is an active investigation going on into Obama. Barr said he doesn’t know if the spying was “predicated” but he has to explore whether or not it was.
That is an amazing and exciting statement.
Predicated was a very interesting choice of words, very academic rather than legal. There is a reason he chose that word and in my opinion the spying is already a legally proven fact, Barr, very coyly said that he is looking into whether the spying was a) without reasonable cause and b) done with malice.
Answer 1) Yes 2) Yes

Sic ’em Mr. Barr but don’t forget to color code the redactions in the Mueller report because you’re dealing with rabid toddlers.
