   Good luck regardless of whomever he puts in, DHS was created by trying to duct tape together some of the most nonresponsive Federal bureaucracies and has been shot through with eight years of POtuS appointees and promotions. DHS is the Federal version of the Augean stables and the Potomac ain’t big enough to clean it out.
   Many folks think you just change the agency’s head and poof, s/he ramrods through change. It’s more like singlehandedly trying to push a 10-ton wad of pizza dough uphill as the lower you go in the organization the harder it is for you to overcome inertia and resistance.
