Stella's Place 
After the disgraceful spectacle put on by FEMA during Katrina many states and the Feds adopted procedures and regulations to ensure pets and owners were evaced. It was tearing peopke up to see owners slogging through chin deep water with a pet just to be told the pet had to stay. Owners were loaded onto planes while pets were left jumping and barking, abandoned on the LZ.
Many owners refused to leave if their pets couldn’t go and shelters wouldn’t take them in. We have stories of owners eight years after Katrina finding pets they were forced to leave behind, they never gave up looking.

And on a very serious subject, one of the things about Americans and the Western world is our love of animals. Ill treatment of animals is punished, though nowhere near enough or heavily enough in many jurisdictions. But certainly an animal abuser is not considered a desirable member of the community.
On the other hand, dogs are singled out basically by two entities–China and Islam–for ill treatment and way beyond….
